Order The Automobile Club of Michigan et al (the ""Company"") petitions for review of a decision and order of the National Labor Relations Board (the ""Board""). 237 NLRB No. 53. The Board cross petitioned for enforcement of its order. The Board held that the Company violated Sections 8(a)(5) and (1) of the National Labor Relations Act, 29 U.S.C. § 151 et seq. by refusing to bargain collectively with the representatives of a Board certified union. Upon review of the entire record and careful consideration of the parties' oral arguments, we hold that the Board's decision is not an abuse of its discretion. I.
